In the tranquil village of Shantinagar elections are about to take place with the two main opponents being Amritlal and Jamunadas. Jamunadas is bent upon winning this election at any cost and accordingly he sends a group of social workers to mingle with the villagers, gain their sympathy and support, and hence elect him. The social workers, Vijay Sharma, Rekha, Raju Ustad, Bhalua, and Kalua arrive there and go to work immediately with the villagers. They take up an ambitious project of diverting water to this parched region, and do succeed. A thrilled Jamunadas even visits all the villagers in his bare feet and donates money for the villagers' benefit. What the residents of Shantinagar do not know is that out of the five social workers four are escaped convicts for whom the police has launched a manhunt, and that the convicts may be using Shantinagar as their next target to fleece the villagers of their money and belongings.
